This one from a long series of Putin's public nonsense statements raises many questions about how reliably Putin is being informed about the real situation on the front line. Some speculated that Putin actually meant the river Oskil south of Kupyansk, where Russian forces had been indeed attempting to encircle Ukrainian positions for the last year or so but without any success.
