But with recruitment from financially depressed communities drying up, Putin may be forced to begin looking for cannon fodder from larger cities and among the more upwardly mobile population. “That’s where the political challenge is. And with the attacks that the Ukrainians are doing on the oil refineries and very big displays on the outskirts of Moscow and Saint Petersburg, it’s really bringing the war to the Russian people in a way they haven’t really seen since the beginning of this conflict,” Brent Sadler, Senior Fellow at The Heritage Foundation, told TVP World, believing that this could cause resistance among the populace. “I think that's what's really in the calculus and why there’s going to be resistance.
