Putin, however, said he sees no point in such a meeting. “Putin still acts as if he is winning the war,” said Daniel Fried, former U.S. Ambassador to Poland, in an interview with TVP World. According to Fried, Putin’s actions suggest that he is increasingly struggling in the war. At the same time, key decisions are being made about the U.S. military presence in Europe. At the upcoming NATO summit, announcements are expected that would effectively shift responsibility for Europe’s defense to European allies. Still, the former diplomat sees some positives in this situation, including greater unity among countries that are now joining forces to build their own deterrence capabilities.
