Ukraine is pushing to restart negotiations in an effort to end the “hot phase” of the war before winter. Europe is expected to play an increasingly important role in potential talks. However, Dowell argues that Europe has very limited leverage over Russia – unlike the United States. “The most likely scenario is neither full peace nor endless war, but a frozen conflict,” he added. According to Dowell, this is due to unresolved territorial disputes and Vladimir Putin’s political inability to accept a compromise.
