As a matter of fact, Russians did use reprogrammed S-300 missiles as a cheaper replacement for ballistic missiles to hit Kharkiv and other towns in Ukraine, so maybe they just sent one of such rockets to air-defense units in Russia but forgot to program it back to surface-to-air mode?
