There is a certain cycle in Alexander Lukashenko’s behavior. Periods of conflict with the West are followed by periods of thaw, when he looks for agreement and seeks ways to warm relations,” said Andrzej Poczobut, a Polish-Belarusian journalist recently released from a Belarusian prison after a prisoner swap orchestrated by the U.S. “The goal is clear: economic cooperation. But it is precisely when there is this kind of easing in relations with the West, and I hope we are now at the beginning of such a trend, that people whose imprisonment would certainly provoke a reaction in the West are not put behind bars,” he explained.
