The Graham bill is smoke and mirrors,” Michael Carpenter, Senior Fellow with the International Institute for Strategic Studies, told TVP World, calling it “an illusion that gives the public in the United States and around the world some hope” that Trump will finally start applying costs on Russia. “In fact, President Trump already has those authorities at his disposal. He has simply chosen not to apply them,” Carpenter said. “He has eschewed trying to impose costs on Russia,” and instead, Trump “sought to pressure Kyiv into making concessions. That’s been his strategy.
