On 22 May 2026 Ukrainian drones attacked numerous targets in Russia-occupied Starobilsk (Starobelsk in Russian) and attack on "Starobelsk College" caused much controversy and outrage, as - according to initial Russian reports - it resulted in killing of "tens of children aged 14-18" who resided in the college dormitory. However, the narrative gradually started to fall apart as Russia's own MID published the list of casualties all of which were aged 19-23 years old and people unearthed social media advertisements of military recruitment to "state-owned military drone school in Starobelsk Professional College", accompanied by numerous videos from drone training published by the school. As journalist Olena Fetisova explained, Russian media intentionally confused Starobelsk Professional College and Starobelsk College of Luhansk Pedagogical University, two separate institutions located at the same square in the town, both of which were damaged in the strike. Videos of damaged building and rescue operation focused on the latter, while journalists were not allowed to film or inspect the former. What can be concluded out of the available evidence is that Russian occupation administration did actually run a military drone school in the Starobelsk Professional College, consistent with Ukraine army statement, while nearby Starobelsk College was likely a normal, civilian school, which was hit by accident or due to electronic warfare. Affiliation of the casualties - military or civilian students - is unknown, but in any case Russians should not be placing military objects next to civilian ones, a point frequently raised by Russians themselves when they justify their attacks on civilian objects in Ukraine. As a reminder, the occupied Starobilsk is the location of former NKVD prison where thousands of Polish prisoners of war were executed in 1940 by Soviet Union.
