In other attacks against eastern Ukraine, Russian forces killed 12 people and injured nearly 60 more. According to Kyiv, fewer than half of the ballistic missiles Russia launched at Ukraine over the last day were intercepted, while over 95% of the Russian drones were downed. At intergovernmental conferences in Luxembourg on Monday, EU officials formally opened the first negotiation cluster for Ukraine and Moldova to join the European Union.
