        <description>The Russian economy is "heading for trouble," and everything the USSR was building was lost by Russia, Robert Nigmatulin, academician of the Russian Academy of Sciences, said. He said that Russia has the lowest per capita income in Europe,adding that "even in China's poorest regions,incomes are higher than in our poorest regions" Citing data from Rosstat,he said that average GDP growth over the past 10yrs has been just 1.5%per yr,while consumer prices have risen by 77%. "The most surprising thing is that not a single presidential decree on the economy issued since 2012 has met its target figures. And for some reason, the president does not demand it, no one is punished," he said, referring to so called "May Decrees" which promised hundreds of hard economic KPIs to be improved after Putin elected himself for the third term in violation of the constitution.</description>
