Russian journalist's sarcastic comment is founded in post-WW2 stories about Stalin ordering purges of disabled veterans roaming on the streets of Leningrad, which were partly an urban legend, but with solid foundations in Soviet coercive practices and dismissive attitude towards disabled people.</description>
