What Reagan is talking about is the 1945 Yalta Conference where USSR, USA and UK agreed that Eastern European countries, most importantly Poland, would have free democratic elections. Stalin has broken this promise by immediately conducting countrywide NKVD mop up operations, deporting and executing any political leaders non-compliant with the Soviet party line, lured Polish military leaders to a meeting under "security guarantees" and then kidnapped them, placing under show trials, and then conducted massively falsified referendum (1946) and elections (1947), after which Poland was turned into a Soviet colony. Shortly after, in 1950's USSR started installing the physical barrier later known as The Iron Curtain, with guards issued shot-to-kill order for anyone trying to escape from the Eastern Bloc. The barrier was installed exclusively to prevent hundreds of thousands of people escaping to Western Germany after they saw what Soviets had done with Yalta Agreements.
