Ukraine’s Third Army Corps said Tuesday that it repurposed old Soviet machinery as part of the attack. This comes as Ukraine’s Khartiia Corps says it captured footage of Russian forces using civilians as human shields near the frontline city of Kupiansk. Ukrainian Foreign Minister Andrii Sybiha decried the incident as a grave violation of international law. Russia plans to spend a record $203 billion on defense in 2027, 27% more than originally budgeted and the highest level since the war in Ukraine began. Meanwhile, Vladimir Putin has ordered a new expansion of Russia’s military, bringing it to a total of 1.55 million active-duty military personnel. Including civilian personnel, the total number will exceed 2.4 million.
