        <description>In the Russian occupied territories of the Donetsk, Luhansk, Kherson, and Zaporizhia regions, Russia has officially allowed the seizure of housing from Ukrainians. The corresponding law was signed by Putin on 15 December 2025. The document allows for declaring buildings, apartments, and rooms "ownerless" and transferring them to the ownership of the occupation "regions" or municipalities. The criteria for such "ownerlessness" will be determined by the occupation administrations themselves - in agreement with Rosreestr and Rosimushchestvo. The absence of data about the owner or the impossibility of identifying him will not be an obstacle to confiscation. In fact, this is about the legalized looting of civilian property. The confiscated housing is planned to be transferred to Russian citizens in the occupied territories who have lost their homes allegedly due to "military actions, sabotage, or terrorist attacks". Another option is the resettlement of military personnel, officials, law enforcement officers, as well as teachers and doctors loyal to the occupation authorities. This is another element of the policy of forced "Russification" and consolidation of the occupation: Ukrainians are deprived not only of their rights, but also of their property, creating long-term mechanisms for the redistribution of looted property.</description>
