        <description>Senator Lindsey Graham’s sanctions bill targeting buyers of Russian oil is expected to be signed by President Donald Trump. But will he use the powers it provides? “I’m not sure that the Trump administration was really ever willing to do what it would need to do to dry up the market for Russian oil and gas,” Charles Kupchan, Senior Fellow with the Council on Foreign Relations, told TVP World, arguing that enforcing the sanctions would require confronting major buyers such as China and India and “could blow up the global economy.” “I do think that there have been missed opportunities to tighten the screws, and to send a message to the Russians that the United States is going to stand by Ukraine and put more pressure on Russia,” he said. “The price of a barrel of oil is around $110.
