        <description>To everyone's surprise, Putin said publicly that there hasn't been a single instance of "Oreshnik" being used in combat in Ukraine, and that all hits were "weapon evaluations", just as was done previously on test sites in Russia. He explained that Russia had deliberately struck a 'shed' in Bila Tserkva and another location in the 'Donetsk People's Republic' so that the sites could be 'inspected with drones to see how the blocks fell'. This narrative is so delusional that even Russian military channels seemed puzzled. They wondered what the 'liberated' residents of the 'Donetsk People's Republic' thought about being used as a 'test site', and why Putin's forces had to use drones to inspect a location that was apparently under their control. They also questioned why Bila Tserkva, near Kyiv and 100 km from the nearest border, was chosen as the location for the tests. This narrative seems to be a sloppy post hoc justification for the missile's poor accuracy and complete failure of the second missile that fell  short over the 'DNR'. And it completely contradicts the official Russia's MoD statement from 24 May which claimed the hit was "targeted against military industrial objects" in Ukraine, and "all designated objects were hit".</description>
