At the same time, Ukraine has stepped up its long-range drone attacks inside Russia, hitting Moscow’s major oil refinery on Sunday, forcing the facility to halt its operations on Monday. The attacks have prompted Russia to look for new ways to protect its oil refineries, as Ukraine’s campaign intensified its attacks in 2026. President Volodymyr Zelenskyy described the strikes as a “long-range response,” while U.S. President Donald Trump has urged him to limit attacks on refineries. Meanwhile, a UN rapporteur says Russia has expanded efforts to silence critics, using intimidation and reprisals against critics overseas since the full-scale invasion of Ukraine.
