        <description>The reason behind the promised Patriot manufacturing license for Ukraine remains uncertain. According to the American journal The Atlantic, Raytheon and Lockheed Martin fear that “the Ukrainians will find a way to improve the Patriot and then produce them at scale faster and for much less money than what the existing production lines in the U.S. could do.” So are they worried about being outcompeted or about theft of intellectual property? Or is it something far more serious at stake? “I think the big problem here, the big constraint, is this question of the security of this technology in the hands of the Ukrainians,” Charles Kupchan, Senior Fellow with the Council on Foreign Relations, told TVP World, adding that “Ukrainians have done a great job of fighting corruption, of getting Russian agents out of their country. But I do think that the CIA and others are doing their homework on whether this technology, if given to Ukraine, would be secure.” Our guest pointed to the recent government reshuffle and the public discontent it had caused as an example of the unpredictability of Ukrainian politics. He also said Vladimir Putin probably realizes that he cannot defeat Ukraine.
