Putin used this second lie in 2014 when Russian regular troops were being spotted or even caught in the Donbas region, whilst the Kremlin brazenly claimed that they had “entered the area by mistake because border was never properly marked”. In reality, the Russian Federation signed a Treaty of Friendship with Ukraine in 1997, in which it once again (following 1991 and 1994) recognised Ukrainian sovereignty, and in 2003, Putin himself signed an agreement in Kyiv on the mutual recognition of borders, in which that border was precisely demarcated, including the maritime borders.
